How are HS codes assigned to steel and construction materials, and why does it matter for duty?
HS codes are a 6-10 digit international classification system that determines import duty, VAT, and which pre-shipment compliance scheme applies. Wrong codes cause delays, re-classification fines, and overpaid duty.
The Harmonized System (HS) is a global 6-digit classification administered by the World Customs Organization. Most countries extend it to 8 or 10 digits for their national tariff. The correct code is determined by the product's composition, form, and primary use - not its trade name.

**Why precise classification matters:**
- **Duty rates differ sharply.** For example, in many African countries hot-rolled coil might attract 5% duty while pre-painted sheet attracts 15-20%.
- **VAT/levies vary.** Some HS codes trigger additional levies (ECOWAS, COMESA, surtax).
- **Pre-shipment compliance.** SONCAP, PVoC, and similar schemes apply to specific HS codes - misclassification means missing certificates.
- **Trade agreements.** Lower duty under AfCFTA, SADC, ECOWAS, GCC requires the right HS code and Certificate of Origin.
- **Penalties.** Customs re-classification on arrival often comes with a fine plus the duty difference.
